Peel the vegetables, wash and grate them with the onion, wash the pepper and cut into small cubes. Wash the rice well and drain in a sieve.
In a pot put the vegetables, onions and peppers together with the oil and let it cook for 10 minutes. Add the rice, let it cook for another 5 minutes, then add the hot water. Add salt and pepper, bring to a boil, add half of the parsley leaves, mix well, cover and bake at 180 degrees for 30 minutes.
